P3 Consulting serves as a strategic advisor to mission-driven leaders and organizations. Our expertise is in the field of public education and postsecondary reform, and workforce, economic and community development.

P3 Consulting LLC was launched in 2010, as a strategic consulting firm with the unique ability to help mission-driven leaders and organizations make a positive impact on the public agenda. P3 Consulting has a unique experience and skill set to help our clients navigate the intersection of policy and politics and to build and leverage effective public–private partnerships.

As senior policy and planning advisors to former Governor Phil Bredesen, we helped develop some of the administration’s most important programs, policies and initiatives, such as: Voluntary Pre-K for Tennessee program; Books from Birth Foundation initiative; Governor’s Teacher Pay Task Force; Teach Tennessee program; Tennessee Diploma Project; Cover Tennessee; BEP 2.0 funding formula reform model; Tennessee Education Lottery Scholarship Program; Tennessee Heritage Conservation Trust Fund; Governor’s Citizen Advisory Group on Ethics; and the Governor’s Jobs Cabinet.

More recently, we leveraged those hands-on public sector experiences to continue supporting some of the most significant policy issues in the state, including Tennessee's Race to the Top and Complete College Tennessee initiatives, as well as providing formal high-level policy consulting to the 2010 Haslam for Governor campaign.

These experiences allow us to deliver the same level of urgency, focus and effectiveness around an analytical approach, focused research, strategic thinking and blue sky dreaming to clients looking to improve the public agenda.

Drew Kim

Drew Kim founded P3 Consulting LLC in 2010. After serving as Policy Chief for Governor Phil Bredesen for six years, Drew also had the privilege to serve as a policy consultant to the Haslam for Governor campaign in 2010. During and since that time, as a strategic advisor, Drew has partnered with mission-driven leaders and organizations involved in reforming education through projects such as Race to the Top/First to the Top, Complete College TN, the Memphis Teacher Effectiveness Initiative (TEI), the development and launching of LIFT Education, and college access programs such as KnoxAchieves, Educate & Grow, and the Tennessee Promise. Drew served as an advisor to Randy Boyd, Special Advisor to the Governor for Higher Education in 2013, and has continued to support the strategic development of Tennessee Promise and Drive to 55.

Before starting P3 Consulting, Drew served as Tennessee Governor Phil Bredesen’s Policy Chief and Executive Director of the Governor’s State Planning and Policy Office. Drew brings a unique understanding of the importance of the intersection of policy and politics, having served as campaign policy director for Bredesen for Governor in 2002.

As chief policy advisor to Governor Bredesen, Drew was a central figure in planning and developing some of the Governor’s signature programs and initiatives such as the nationally recognized Voluntary Pre-K for Tennessee program; the Teach Tennessee program, an alternative teaching program targeted at recruiting math and science professionals to teaching; and CoverTN, an innovative public-private health insurance product for Tennessee’s working uninsured.

Drew also helped lead the Governor’s Job Cabinet activities and managed and coordinated the Governor’s Citizen Advisory Group on Ethics, leading to a 2006 special legislative session on ethics reform. Drew's prior experiences include working in business economic development and technology development, where he engaged companies looking for a competitive advantage and opportunities to grow and succeed. Drew has worked as a national business consultant for the Tennessee's Department of Economic and Community Development, as a business recruiter for the Nashville Area Chamber of Commerce, and as an associate director for the Tennessee Technology Development Corporation, a statewide public-private venture to spur and support technology entrepreneurship and innovation.

After graduating with honors from Wesleyan University in Connecticut with a B.A. in Government, Drew joined the Teach for America program, a national corps of recent college graduates who commit to teach for two years in the nation’s most under-served public school classrooms. Drew then received his master's degree in Public Policy from the Terry Sanford School of Public Policy at Duke University.

Marie Stringer Yeagle

Marie Stringer Yeagle helped found and launch P3 Consulting in 2010. Previously, she spent two years as Director of Government Relations for the Tennessee Chapter of The Nature Conservancy. As a director, Marie gained unique insight into legislative and regulatory affairs impacting environmental and business interests in Tennessee and at the federal level. Prior to her work at The Nature Conservancy, Marie was asked by Governor Phil Bredesen to serve as the Executive Director of the Heritage Conservation Trust Fund, a state entity created to conserve the state’s natural resources through strategic partnerships with business, landowners, non-profit organizations and government agencies.

In its first three years, the Heritage Conservation Trust Fund leveraged $30 million in state funding to spur more than $100 million in conservation projects. As a policy advisor in the Bredesen Administration from 2003 - 2007, Marie helped design the legislation creating the Tennessee Heritage Conservation Trust Fund. She also worked on a broad base of policy issues, including the research and development of the core proposal serving as the basis for the Voluntary Pre-K for Tennessee legislation – the passage of which she assisted in, as well.

Born and raised in Nashville, Marie is a Summa Cum Laude graduate of the University of the South.
