Who We Are



Drew Kim



Drew Kim founded P3 Consulting LLC in 2010. Before starting P3 Consulting, Drew served as Tennessee Governor Phil Bredesen’s Policy Chief and Executive Director of the Governor’s State Planning and Policy Office. Drew was a central figure in planning and developing some of the Governor’s signature policy initiatives such as the Imagination Library/Books from Birth Foundation Voluntary Pre-K for Tennessee Teach Tennessee and CoverTN, health coverage for Tennessee’s working uninsured.


After serving as Policy Chief for Governor Phil Bredesen for six years, Drew had the privilege to serve as a policy consultant to the Bill Haslam for Governor campaign in 2010. During and since that time, as a strategic advisor, Drew has partnered with mission-driven leaders and organizations involved in reforming education through projects such as Race to the Top/First to the Top Complete College TN the Memphis Teacher Effectiveness Initiative (TEI) the development and launching of LIFT Education for superintendents and the Tennessee Learning Circle of local philanthropists and college access programs such as knoxAchieves, Tennessee Promise and Tennessee Reconnect (serving as consultant to Randy Boyd, Special Advisor to the Governor for Higher Education in 2013).


Drew graduated with honors from Wesleyan University in Connecticut with a B.A. in Government, joined the 1992 Teach for America corps, and then received a master’s degree in public policy from the Terry Sanford School of Public Policy at Duke University.

Drew has had the pleasure of serving as an adjunct professor in public policy at Vanderbilt University since 2017.

Marie Stringer Yeagle



Marie Stringer Yeagle helped found and launch P3 Consulting in 2010. Previously, she spent two years as Director of Government Relations for the Tennessee Chapter of The Nature Conservancy. As a director, Marie gained unique insight into legislative and regulatory affairs impacting environmental and business interests in Tennessee and at the federal level. Prior to her work at The Nature Conservancy, Marie was asked by Governor Phil Bredesen to serve as the Executive Director of the Heritage Conservation Trust Fund, a state entity created to conserve the state’s natural resources through strategic partnerships with business, landowners, non-profit organizations and government agencies.


In its first three years, the Heritage Conservation Trust Fund leveraged $30 million in state funding to spur more than $100 million in conservation projects. As a policy advisor in the Bredesen Administration from 2003 – 2007, Marie helped design the legislation creating the Tennessee Heritage Conservation Trust Fund. She also worked on a broad base of policy issues, including the research and development of the core proposal serving as the basis for the Voluntary Pre-K for Tennessee legislation – the passage of which she assisted in, as well.


Born and raised in Nashville, Marie is a Summa Cum Laude graduate of the University of the South.

Claire Ruegg



Claire Ruegg joined P3 Consulting in 2021 after earning her master’s degree in public policy from Vanderbilt University. During her time at Vanderbilt, her studies were focused on postsecondary access and success with an emphasis on the transition from K-12 to higher education. As a master’s student Claire was a graduate fellow at Tennessee SCORE and at the Tennessee Board of Regents, experiences which provided her with valuable insights about the education policy landscape in Tennessee.


Prior to entering graduate school, Claire was a CollegePoint advisor at College Possible, a national college access nonprofit. She worked with high achieving, low-income high school students across the country to help them apply to and enroll in postsecondary institutions that were strong academic, financial, and social fits. This experience, and particularly her former students, continue to inform her values and work in education policy.


Claire was born and raised in Minneapolis, MN and graduated from Grinnell College in 2016 with a BA in English.
